Franks Ogilvie Directors Brigitte Morten and Stephen Franks made an oral submission to the Economic Development, Science and Innovation Select Committee on the Incorporated Societies Bill.
The stated intent of the Bill is to modernise the Incorporated Societies Act 1908. However the proposed Bill goes much further than refining any out of date provisions. The Bill aligns the law for incorporated societies with companies law. This would undermine the key benefit of the incorporated societies model - mobilising volunteers in a convenient and easy to understand legal structure support non-profit cooperation and collective enterprise.
The significant duties that the proposed Bill would place on volunteers could see acceleration of a reported decline in voluntary service.
